Sobre as Normas Brasileiras de Contabilidade (NBCs)
As NBCs são regulamentadas pelo Conselho Federal de Contabilidade (CFC) e abrangem regras, procedimentos e conceitos que devem ser cumpridos por todos os profissionais da área contábil que atuam no País. A inobservância às Normas constitui infração disciplinar e está sujeita a penalidades.
Além das Normas propriamente ditas, as NBCs compreendem, ainda, as Interpretações Técnicas (IT) e os Comunicados Técnicos (CT). As Interpretações Técnicas detalham as normas, incluindo alguns exemplos, quando necessário. Os Comunicados Técnicos, por sua vez, são emitidos quando ocorrem situações decorrentes de atos governamentais que afetam, transitoriamente, as Normas Brasileiras de Contabilidade.
Vale ressaltar que o CFC mantém Grupos de Trabalho em atuação constante para elaboração e revisão das Normas Brasileiras de Contabilidade. Trata-se de um processo permanente que considera a realidade atual da profissão contábil e as diretrizes internacionais.
Evolução
Até 2006, as Normas Brasileiras de Contabilidade seguiam o disposto na lei nº 6404, de 1976. Esta lei trazia diversos procedimentos contábeis e instruía os profissionais sobre como a contabilidade e as demonstrações contábeis deveriam ser elaboradas.
No entanto, 30 anos depois, houve uma grande transformação com o advento da lei nº 11.638 de 2007, fazendo com que a contabilidade brasileira passasse por um movimento de adaptação ao novo cenário mundial, num processo de convergência com as normas de contabilidade internacionais.
Em 2011, a Resolução CFC nº. 1.328/11 trouxe uma nova estrutura para as Normas Brasileiras de Contabilidade, classificando-as em dois grupos: Profissionais (NBC-P) e Técnicas (NBC-T).
Normas Brasileiras de Contabilidade Profissionais (NBC-P)
As normas profissionais estabelecem regras de exercício profissional e classificam-se em:
• NBC PG – Geral: abrange todas as Normas Brasileiras de Contabilidade aplicáveis indistintamente a todos os profissionais do ramo contábil. Vinculadas a ela, encontram-se as normas: NBC PG 100 (aplicação geral a todos profissionais da contabilidade); NBC PG 200 (aplicada a contadores externos/prestadores de serviços); NBC PG 300 (aplicada a contadores internos - colaboradores/empregados); NBC PG 12 - R3 (contém regras para educação continuada).
• NBC PA – do Auditor Independente - inclui todas as Normas Brasileiras de Contabilidade aplicadas aos profissionais do ramo de Auditoria Independente. Vinculadas a ela estão 5 NBCs, que abrangem questões relacionadas à independência do trabalho, qualidade, revisão externa de qualidade, qualificação técnica, entre outras.
• NBC PP - do Perito Contábil - abrange as normas aplicadas aos contadores que atuam na área de Perícia Contábil. Estão relacionadas a ela duas normas técnicas que tratam, da função de perito contábil e do exame de qualificação técnica.
Normas Brasileiras de Contabilidade Técnicas (NBC-T)
As normas técnicas estabelecem conceitos doutrinários, regras e procedimentos aplicados de Contabilidade e classificam-se em:
• NBC TG – Geral (Normas Completas; Normas Simplificadas para PMEs; Normas Específicas)
• NBC TSP – do Setor Público
• NBC TA – de Auditoria Independente de Informação Contábil Histórica
• NBC TR – de Revisão de Informação Contábil Histórica
• NBC TO – de Asseguração de Informação Não Histórica
• NBC TSC – de Serviço Correlato
• NBC TI – de Auditoria Interna
• NBC TP – de Perícia
Normas internacionais
As normas brasileiras de contabilidade e as normas internacionais estão correlacionadas e devem ser cumpridas igualmente pelos profissionais.
As Normas Internacionais de Informação Financeira (International Financial Reporting Standards/IFRS) são emitidas pelo Comitê Internacional de Normas de Contabilidade (International Accounting Standards Board/IASB) e visam uniformizar os procedimentos contábeis entre os países.
O atendimento às regras internacionais é importante para que os relatórios sejam interpretados com mais facilidade tanto pelos gestores, quanto por possíveis investidores internacionais, especialistas, analistas e instituições envolvidas.
Desafios atuais e futuros
Uma das principais normas que entrou em vigência em 2018, e que impacta a maioria das empresas brasileiras, trata do reconhecimento de receitas, abordado pela NBC TG 47 - Receita de Contrato com Cliente.
Outra norma recente que merece atenção é a NBC TG 48, que refere-se aos Instrumentos Financeiros e foi concebida como uma resposta da profissão contábil mundial às questões contábeis e financeiras que estavam na origem da crise global de 2008.
Atualmente, o Grupo Assessor (GA) da Área Pública do CFC trabalha no processo de convergência das Normas Brasileiras de Contabilidade Aplicadas ao Setor Público (NBC TSP) ao padrão internacional, emitido pelo International Public Sector Accounting Standards Board (Ipsasb). As normas deverão ser publicadas, gradualmente, até 2021.
E vem mais novidade por aí. A NBC TG 06, que trata das Operações de Arrendamento Mercantil, sofreu nova revisão (R3) que está prevista para entrar em vigência em janeiro de 2019.
As mudanças nas normas contábeis exigem atenção, pois em muitos casos são complexas e necessitam de um profundo entendimento para que sejam aplicadas de forma correta. Lembrando que algumas alterações têm impacto geral na contabilidade, enquanto outras tratam de mudanças pontuais.
